Agency Announcements – Discussion Karen Rippey, USACE, announced WAMP TRC meeting on March 6, 10:30-3:00, Regional Water Board Office, 5550 Skylane Blvd., Santa Rosa, CA 95403 Community Announcements – Discussion Russian River Cleanup the weekend of September 22/23, 2007 Officer Reports – Discussion Presidents Report: Tim Buckner reported that the SCWA Grant was finalized. Bob Rawson, Vice-President: No Report Secretary Report: Scott Stegemen absent Treasurers Report: Colleen will be working on the Sub-watershed Work Plan SOW funded by SCWA. She is waiting for final approval by SCWA. Sonoma County Salmonid Coalition habitat conservation report highlights the issue of water rights is available on the SCWA website. Nomination of 2007 RRWC Officers and Steering Committee Members Peggy Maddock presented the proposed Officers and Steering Committee members proposed by the ad-hoc committee (Rue Furth, Peggy Maddock, Karen Rippey). Numerous contacts there made by the committee to ensure that the Board would be made up of active members, as follows: President: Scot Stegeman Vice: Tim Buckner Secretary: Sharon Marchetti Treasurer: Peggy Maddock Steering Committee Bob Clemens Brock Dolman Curtis Kendall Bob Rawson Steering Committee will elect ninth Steering Committee member with an emphasis to community diversity Agenda approval – Ayes: 12, Nays: 0, Abstains: 2 Funding Committee Formation A Funding Committee was proposed to assist in the administration of contracts and to seek funds for the RRWC. Bob Clemens mentioned that it is important to have such a committee to enable an entity to have contacts for potential funding opportunities. Treasurer’s involvement was requested. Bob Clemens, Bob Rawson, Colleen Fernald and Peggy Maddock volunteered to be members of the committee. Alternatives for Contractor Selection Process Peggy Maddock presented the Selection Process developed and proposed by the ad-hoc committee (Rue Furth, Peggy Maddock, Karen Rippey) for review. General agreement for selection process need and support for the requirements. The requirement to limit Steering Committee authority to act to $20,000 was not supported with modifications, as follows: 4) Steering Committee evaluates unforeseen opportunities and acts as appropriate with above guidance.
Agenda approval – Ayes: 13, Nays: 0, Abstains: 2 Sub-Watershed Assessment Grant and sub-committee The grant requests that the RRWC identify two watershed in Sonoma County and one in Mendocino County. Colleen is planning to use the process underway by Sonoma County Salmonid Coalition and identified in WAMP. Look at existing examples of BMP to look at specific habitat protection processes. Colleen suggested identifying small watersheds with limited ownership and minor complications. Rusty mentioned that Chuck Conner was willing to act as go between with landowners. Porter Creek and Green Valley Creek were chosen as Sonoma County Creeks. There is no watershed that have not been impaired or degraded. RRWC members volunteered to serve on sub-committee: Richard Miller, Bob Rawson, Brian Hanes, Brook Hanes. Brock suggested pulling back and waiting for information being developed through WAMP. A matrix of all criteria including scientific and political aspects of watershed selection should be considered.
Presentation RRWC and RRWA Collaboration and Update of North Coast Integrated Regional Water Management Plan Presenter: Jake McKenzie Jake supports a close collaboration between RRWC and RRWA. Jake requested that RRWC assign a representation to RRWA. Jake is the RRWA representative to the RRWC. Jake was elected to Chair RRWA at their last meeting. The RRWA will meet next Thursday and to discuss NCIRWMP. Encourage the RRWC appoint a representative to RRWA. The RRWA will review a work plan that outlines the financial process for an opporating budget of approximately $400,000. The funds will be used for a website, meetings, organization work groups (outreach, media relations, permit issues with governing entities, pesticide control), recovery strategy with coordination of efforts, storm water management plans, specific and generic work plans, non-point sources - a concern because of permit process including wastewater discharge and septic tanks as a non-point source. Fats, greases, and oils are also issues. Through SCWA modeling RRWA hope to have a more exact process to move forward. Last Tuesday, North Coast Integrated Regional Water Management Plan (IRWMP) funded to the amount of $25 million by Prop 50. There are number of key items funded throughout region to restore water quality and habitat. IRWMP is being administered by Humboldt County with decision through the work groups. Prop 84 funds will also be administered through Humboldt County. There will be a meeting in Eureka on January 26, 2007 of the Policy Review Committee (PRC) Chaired by Jim Smith, Humboldt County Supervisor and the Technical Review Committee (TRC) Chaired by David Lewis, U.C. Extension Service. The administration structure is not expected to change throughout this multiyear process. IRWMP received a high rating because of the collaboration that exists between the north coast seven counties. PRC represent seven north coast counties. TRC will review all technical applicants and rank, sort and recommend applicants. Liz Murghia is political staff for Mike Thompson assigned to the effort. West Coast Watersheds put together technical application. North Coast was highest ranked applicant for Prop 50 funds. The reason IRWMP was rated so high was there review of each project separately and not arbitrary cuts off each project. The goal is to look at sustainability for the long-term. Strange bedfellows will require continue outreach and collaboration. The second round of Prop 50 funding has not been identified. It is critical to be diligent because the larger southern counties are lobbying trying to claim a portion of the dollars for their use. IRWMP was approved in January 2005 to show the integration by watershed and Counties General Plans. How to get different entities talking together is difficult but necessary. IRWMP is aware and dedicated to integrate the WAMP into the process.
