Approval of agenda was delayed because of a lack of a quorum.

The issue of a lack of a quorum will be taken up by the Steering Committee.

Eric Sunswheat proposed switching the presentation to the BOS and the Public Outreach and Education workgroup.

The Rules of Operation workgroup requested that the Rules be pulled off the agenda to address additional information brought up during the review process. In addition, the coordinator was not able to attend the RRWC meeting. The Public Outreach and Education workgroup requested to use the time available to have Mike Swaney present his educational component for Willow Creek restoration project.

· There should be some adherence of the rules on what items will be included on the agenda during the day of the meeting. There is a process to get items on the agenda and this process should be closely followed.

· The changes to the agenda disrupt the meeting and take up valuable time.

· If an item is added to the agenda, the item should be discussed at the end of the meeting.

ANNOUNCEMENTS

 

· September 23 & 24 Russian River Clean-up Cloverdale to Jenner.

· The SCWA declined a request by Dam Operations Workgroup to present the on-going Section 7 process to the workgroup. The SCWA encourages the RRWC members to attend the September 22 PPFC meeting.

· Salmonid Restoration workgroup meeting focused on possible projects to advance to the RRWC for support. The projects discussed were: 1) County Road net - generic problem involves education, evaluation, and assessment of specific problems. Ross Taylor is assessing culverts for fish passage foe Mendocino and Sonoma Counties. 2) Water Diversions impacts on smaller streams in the summer time. 3) Conservation easements to connect corridors and watershed-wide compensation for property owners. 4) Educate people about what constitutes a healthy stream environment. 5) Ensure there is not a duplication of effort in the funding of a watershed information system between the Regional Board, SCWA, and the RRWC. The Salmonid Restoration workgroup voted to support developing a proposal to improve/lessen the impacts of roads on the ecosystem health of the watershed.

· RRWC membership and mailing list being circulated. Please check for accuracy.

· FishNet4C report finished - presentation forth coming - contact Kallie Kull to get report.

 

HIRING PROCEDURE FOR THE COORDINATOR

Steering Committee was given the charge at the July 8 RRWC meeting to interview the coordinator applicants and to report back with the top choice. The RRWC will vote to support or deny the Steering Committee's choice. The deadline to submit proposals was August 30. The Steering Committee met on September 6 to review applicants. Three people submitted full applications; therefore these three will be interviewed for the job of coordinator.

The interviews are scheduled for October 4. The Steering Committee will report back to full RRWC at the November 18 meeting.

 

WILLOW CREEK DISCUSSION

Mike Sweeney, Trout Unlimited - Trout Unlimited will be requesting that the RRWC support placing on Willow Creek a remote internet access so public/schools can access information on restoration work proposal and for someone to compile curriculum resources material. Request for funding will be brought forward at the next RRWC meeting.

Discussion: There needs to be a structure by which proposals are brought to the RRWC for review and support. We need to have that structure in place before any proposals are brought forward.

Public Outreach and Education workgroup is hoping to bring this to the RRWC at the November 18 meeting. The Rules of Operation outline structure for bringing proposals forward.

 

WATERSHED INFORMATION, ASSESSMENT, MONITORING (WIAM) WORKGROUP REPORT

Contract for information system - going through procurement process, no formal scope of work posted on the Commerce Business Daily, at this time. There is a Synopsis of potential applicants posted.

PUBLIC OUTREACH & EDUCATION WORKGROUP REPORT

The Water Rights Law Seminar is now scheduled for March 31 at Fineley Center in Santa Rosa. Asking for RRWC support of this cost and the additional cost of $8 to $10 per person for food.

Discussion:

Perhaps in future could be in Mendocino County - response was that to get more attendance, it was suggested to have it in Santa Rosa area.

Suggest move the date up - response was the difficulty in finding a place to hold the event - facilities are booked way in advance. Suggestion to check Santa Rosa JC, Sonoma State, or Unitarian Church as possibilities.

Approve the expense of the facility but question the cost of the food - possibility of having people pay to attend to cover cost of food.

Celebration of Russian River

The Public Outreach and Education workgroup is asking that there be more involvement by RRWC members to participate in event next year - plan in advance.

 

Brochure - draft distributed - need comments

· RRWC needs to get more done before put out brochure

· Maybe too early

· Would perhaps be available for seminar

· Would like a vote to approve pending stylistic changes

· Show allocation for projects

· Include list of organization participation

· Maybe additional brochures re: funding and projects
