APPROVAL OF May 13, 2000 MEETING MINUTES

Eric Sunswheat suggested change to the minutes on Mendocino Redwood Company organic management and company’s suggestion of sustainability, which are detailed in his July 8, 2000 Memorandum to the RRWC, available at the information table for consideration.  Draft minutes were only available online and not in the meeting packet, so no action was taken. Continued to the next meeting.

 

AGENCY REPORTS

Miles Croom - National Marine Fisheries Service releasing steelhead 4(d) rule on July 10.  This rule, which takes effect September 8, covers steelhead in California from the Russian River to Aptos Creek, along the coast, and Central Valley steelhead.  Recovery planning - a Technical Review Team will be established to identify limiting factors for recovery and to develop de-listing criteria for listed salmon and steelhead from Redwood Creek, Humboldt County, to Aptos Creek, Santa Cruz County.

Tom Roth (Lynn Woolsey staff) Rusty Klassen and Tom Roth met with North Coast Regional Water Quality Control Board Director, Lee Mitchlin.  The meeting was very positive. Regional Board’s expectation is for the RRWC to contribute to the development of the watershed plan.  Regional Board may provide in-kind services as State match to Federal dollars.  The RRWC could help in the TMDLs implementation by funding small restoration projects as well as help to develop the watershed plan.

 

ANNOUNCEMENTS

· Celebration of the Russian River and its Watershed, 3rd annual event, September 15 to 24.  Kay MacCabe is contact.  RRWC will support and be a participant in the event.
· River Clean-up in Mendocino County.
Russian River Clean-up &endash; Rebecca Kress recommended for Chamber of Commerce “Greater Ukiah Citizen of the Year” Award for her efforts in leading the River Clean-up in Mendocino County.

· UC Cooperative Extension &endash; setting schedule for interviewing watershed coordinator.

· Division of Water Rights has received applications for additional water diversions from Russian River.  Should the RRWC follow up on applications and what action should be considered?  Regional Board developing database of all appropriated rights in the Russian River &endash; potential presentation for Water Rights Seminar.

Creek Habitat Mapping Presentation, Colin Brooks, biologist, U.C. Hopland Research and Extension Center and Bob Coey, Deptment of Fish and Game.

Colin Brooks presented the maps generated from the GIS information that he has loaded into the computer from field surveys completed by Bob Coey’s crews.  The maps and GIS will be an effective tool to help improve fish habitat.  Maps illustrate different impacts on the Russian River and its tributaries.  The maps show areas of landslides, loss of canopy, urban development, road culverts, high water temperature, etc.  Picture is a useful tool for implementing restoration projects.

2. Proposition 13, Water Bond, - $1 million has been secured “to develop and implement community-based watershed management activities that will protect, restore, and enhance the environmental and economic value for the Russian River in the County of Sonoma.” RRWC is interested in obtaining a portion of the funding to assist the RRWC in implementing its mission.

Discussion:
· Early release of funds requested by Sonoma County &endash; letter dated May 1, 2000.
· Reilly &endash; expect competitive process to apply for funds (available to SCWA, RRWC, RCDs, etc.)
· Meeting next week between Sonoma County staff and Wiggins office
· Wiggins has requested that State Water Resources Board sit on funds until issue resolved.
· Amy Hams, Sonoma County Water Agency, - SCWA is not intending to keep funds &endash; will distribute for restoration.
· Mike Reilly - RRWC needs to articulate what funds will be used for in their funding request.
· Tom Roth - TMDL projects good use of funds, i.e.: project on Willow Creek
· Karen Rippey - Funds could be used to match Federal (Corps) funding to implement the tasks identified in the PSP
· Shoemaker could sign/amend MOU with Mendocino County to act as fiscal agent for Prop 13 grant funds.
Karen directed to revise the letter from the last RRWC meeting, addressed to Sonoma County Board of Supervisors. Re: request that the Board of Supervisors provide funds to RRWC for watershed restoration.  After reviewed by Steering Committee members, mail out.
 

WATERSHED INFORMATION, ASSESSMENT, MONITORING (WIAM) WORKGROUP REPORT

WIAM workgroup has started to develop two contracts to allocate discretionary funds from FY 2000 - $75K.
1. Russian River Information System (RIS) Scope of Work &endash; The WIAM workgroup is requesting that the RRWC support the development of a contract from the RIS scope of work.  The contract will be posted on the Commerce Business Daily (to meet the Corps contracting requirements).
Project would interface with NMFS GIS database to put together a comprehensive watershed database.
Includes full watershed.
Will work with other workgroups to coordinate (i.e.: public outreach to make it public-friendly)
Need to address issues of proprietary information.
Need to connect with non-fisheries agencies
2. Habitat Mapping &endash; fund UC Extension Hopland Field Station staff to input field data collected by Fish and Game habitat mapping crews. Produce maps of the tributary showing areas of poor to high quality riparian corridors. (See presentation brief above)

WIAM work group recommends that $50K go to the development of the RIS and $25K to Habitat Mapping.

HIRING PROCEDURE FOR THE COORDINATOR

RRWC needs to develop rules on how coordinator can be used (at request of RRWC members according to RRWC policy) i.e. coordinator should not spend too much time on the requests of one member.  Set policy to assure efficient use of time.
Maybe RRWC is asking for one person to have to broad of responsibilities &endash; the person can sub-contract if too much for one person.
Procedure &endash; if approved as outlined, the time necessary to bring it back to the RRWC would mean that we would not have a coordinator until next year.  Requesting that Steering Committee or a Selection Committee be given the authority to hire the coordinator.

Motion: Steering Committee review/screen applicants and bring recommendation of best applicant to the September 9 RRWC meeting.  RRWC will approval or deny applicant.

PUBLIC OUTREACH & EDUCATION WORKGROUP REPORT

Water Rights Law Seminar was delayed by the action of the Steering Committee. The Public Outreach and Education workgroup requests that a policy be established for setting of the agenda by the Steering Committee. The workgroup believes it is outside the Steering Committee power to de-activate on-going, old business.  The Steering Committees de-activation of the seminar minimized the importance and product of the workgroup.  The workgroup believes that it is the job of the Steering Committee to recommend the arrangement of the agenda based upon the requests of the caucuses or workgroup, not to deny or approve requests from these groups.  The workgroup requests that the Steering Committee and/or the Rules of Operation workgroup develop a policy by the September 9 RRWC meeting for a vote on the policy by the RRWC.

The workgroup revised the Water Rights Law agenda to accommodate the concerns of Steering Committee members. Re: education/background on water rights law and public trust vs. issues based within the Russian River watershed.  Split the two into a morning and an afternoon session to accommodate the interest of attendees &endash; interested in education/background vs. issues of concern within the Russian River watershed.  Preference of the RRWC members to schedule the seminar in October, preferably in Santa Rosa.
