Paul Olin, UCCE announced the hiring of a water quality and watershed management advisor &endash; announcement open until May 1.

APPROVAL OF AGENDA:
A point of order by Denny O'Brien, the Dams Operation Workgroup. Denny requested that a letter of support for the fishway concept be discussed as old business and be placed on the agenda. Because of a misunderstanding of the process (request by workgroup to Steering Committee members for items being placed on the agenda), the issue was delayed until the next meeting.

Kathy Hayes requested that the Rules of Operation not be an action item - to provide adequate time for caucus review before a vote at the next RRWC meeting, May 13.

Ellen Faulkner requested that the announcements be at the start of the meeting. Explanation that announcements were moved back to accommodate the needs of the presentations. It is understood that announcements will normally be at the start of the meeting.

A vote for approval of the amended agenda was taken.

ANNOUNCEMENTS

· April 17, 3p.m., Fish and Forestry Forum at Sonoma State, contact Jay Halcomb

· Mary Nichols, Secretary Resources Agency, has signed the RRWC MOU. Steering Committee members will sign the MOU.

· April 22, Russian River Clean-up and Float &endash; call: 462-4649

· May 3, 6-8 p.m.: Public Caucus meeting, Healdsburg or Cloverdale Library

· Thank you to Nikki Barrett for all her hard work &endash; moving to Bahrain for two years.

· May 13, 2000, 9a.m.-3p.m. Planning and Conservation League is putting on a CEQA workshop at Sebastopol Masonic Center. For information call League or Ann Maurice: 874-3855

· Concerns that SB 671 will fund aerial spraying, contact Chesbro's office on status of bill. Senate web site has most recent version of bill.

· Park Steiner reported the results of the meeting with Potter Valley residents &endash; the residents of Potter Valley asked that Lake Mendocino fishway proposal be put on hold until the NMFS resolves Eel River diversion issue.

· September 23-24 Russian River Clean-up scheduled - Jenner to Cloverdale.

· Bob Rawson asked attendees to sign the Rural Heritage Initiative petition at front desk.

WATER RIGHTS AND LAW SEMINAR

The seminar should be educational only &endash; "reasonable use" is a legal term whereas "overuse" may be derogatory. Remove overuse from title.

Request for speakers to be identified and credentials provided. Look beyond "establishment" credentials (practical experience)

Add discussion of currently granted allocation of water and riparian rights. GIS mapping

Groundwater &endash; add discussion of pollution, how much and where

Need to define purpose of seminar: education verses confrontational

Check out Alaska's In-stream water rights

Shorten the meeting, if possible

Use break-out groups, if possible

NEXT MEETING & AGENDA ITEMS

Comments:

· Presentations for next meeting should include speakers with different points of view to fully informed and provide a clear/balanced picture of the subject to the RRWC.

· Final draft of the Rules of Operation will be provided at next meeting for ratification.

· Lake Mendocino Fishway Proposal &endash; suggest formal presentation by Park Steiner with opposing view discussed &endash; overview of proposal is on Corps website. Suggestion that the Dams Operation workgroup meet with individuals with other points of view and to provide a recommendation to RRWC after a review of all information.

· Establish dates for RRWC meetings in a year in advance so that RRWC members can have dates reserved in advance.

· Report from workgroups (standing agenda item)

· Report on funding process
